Does this still exist somewhere? I'm adapting my own radio module, and want to use the core functionality that this provides.

Nope, I scrapped the idea of searching for it and I found a radio module online, adapted it, and I am using that.

You'll have to wrap this into kodi somehow. Depends on your obectives. But will handle the si4703 chipset pretty well, including RDS functionality.

I have just made initial test and after a week of fighting with windmills I finally can hear ANYTHING from my card. I thought it is dead but it works. Scanning FQs and gives nice voice from it :)

Can you guys give me an idea of how this works? I'm a beginner in working with the Pi and KODI. Having trouble getting FM working and just noticed tonight that radio_server.py isn't on my system either.

Any tips would be appreciated.
